Introduction The Hertfordshire Environmental Forum Environmental Monitoring Group consists of officers from the County Council and all ten district and borough councils in Hertfordshire. There are also representatives from Hertfordshire health authorities, water companies, Chamber of Commerce and the Environment Agency. The first Report on the State of Hertfordshire's Environment was produced in 1992 by the group and an update has been produced each year since then. This document provides summary information as indicators and is supported by a more detailed technical report. The 1999 update contains the regular chapters on: Transport, Energy, Wildlife and Habitats, Air Pollution, Waste, Water and Land Use, plus it has a chapter on Light Pollution. This year's special feature is on Waste. Each regular topic has two or three indicators that are measured every year in order that changes in the environment of Hertfordshire can be monitored. The chapter on Light Pollution was last included in 1997 and indicators have not yet been set for it. Sustainability Indicators This year the Environmental Forum asked the monitoring group to start measuring broader sustainability issues. The initial information collection has been based on suggestions by a working group, led by the Department of the Environment, Transport and the Regions. These are intended to develop a picture of the wider aspects of quality of life. Information on the indicators for Hertfordshire has been printed for consultation as a separate document. As more confidence is gained on the indicators it is intended that they will be incorporated as part of the State of Hertfordshire's Environment Report.
